Two things recently have made me think it should be made an offence to have dogs off a lead in urban areas. One is the path that runs alongside the Northwood school field (where the old North Road School was). I walk down there everyday and the amount of dog foul is astonishing the path becomes like a maze and I know many other places in Darlington will be like that, if the dogs were on a lead the owner would have no excuse to pick the mess up, rather than saying I didn't see it because the dog was walking behind me. And also they can become a danger to traffic and children playing. Also thing sprung to mind
