Wouldn't have thought so - like I say, if I can get 15 kits for my own team, all printed and embroidered, at a price where I reckon we'd be looking at 80%+ profit, then anybody, no matter what their history, should be able to do the same.
Unless this issue is with credit, or the design in question is what is costing more than something off the peg. If that's the case, maybe we should be less sentimental about hoops (and I mean 'we' as in the fans). It feels a bit like 1883 have been pushed into hooped kits when it may not be the most sensible option?
Happy to be wrong on all of the above, and for these kits to be just as economical as any alternative.
