I like it.
Saves the whole continent descending on one inevitably over booked and under prepared country for weeks on end, and gives countries with no chance of ever hosting the tournament an opportunity to see finals football played locally.

I like the idea and Jazz is right about the countries that wouldn't get a chance to host the tournament usually - will that really happen though or will the same countries/cities just get the gig all the time?

I dont know about hosting it across the whole continent, when it comes to the spread of Venues, would group games be contained to one area e.g would a group schedule for England be contained to the British Isles or would we be expected to play a game in say London, then Moscow, then Istanbul, would be massive hit in the wallet for fans.
I do like the idea of co-hosting, but I think the Pan-European is crackers and could be done with local blocks of countries hosting i.e The British Isles, with England, Wales, Scotland, N.Ireland and Rep.Ireland hosting games or the Benelux Counties hosting together or France/Italy/Spain/Portugal...

Depending on how they actually organise it, this might not be a bad idea to be honest.
I'd guess that each group would probably be allocated two or three stadiums to it to minimize travelling, otherwise it would probably turn it into a farce.
