That could work, but I don't think the Rugb Club would go with it without taking some of the money earned from it. There has been talk of temporary seats being acceptable if there is planning permission in place for permanent seats ( assuming they had been in place by 31 March) Can anyone point to a link for this as Grade A & B grading says its not acceptable.
