I'm not so sure that it would be as cut and dried as that. If we were unable (ie denied permission by the landlords) to upgrade the ground to Cat A, then it could be argued that we were not relocating to cheat our way to the next level, especially as part of the ground grading requirements you have...

A quick google search suggests powering up floodlights at a football stadium can cost £300 per hour!
