If we'd do get promoted then our CEO has openly said that we'll be unable to compete financially without investment. We'd need to be able to turn over another 600k and that's without the ground improvements (which would be approx. 200k matching the FSIF grant to generate 400k).

Fenwicks really don't need that 2nd sign. It's clearly their 4th choice one.

Ironically Gramps I think another reason which people quote is poor facilities, visibility, not many seats at BM, which is, of course, a vicious circle, as if more people attended, we'd have more money to purchase seats, but we won't see that until we have the seats.

What do you mean by shortfall? I haven't yet had any money taken out of my account which was pledged for Phase 1 so I'm sure it's not just me in this situation.
