I doubt it is the seats that raise the running costs per se (although they do need cleaning /replacing if worn). It is more that more likely that more seats means bigger concrete and steel infrastructures which do need substantial maintenance. Also having more seats also means more service faciltiie...

I see York have just put in a counter suggestion (unsurprisingly) that those teams finishing 2nd in both NLN and NLS get promoted automatically, and the original intended 4 teams are relegated from the NL.
