Anything in the Political Declaration isn't legally binding and is a series of issues up for discussion which may or may not be fruitful / beneficial to one side or another or both, whereas the content of the Legal Text is binding within the agreement. He always seemed only a means to get Brexit done and always thought that once we were through that issue he would be voted out quite quickly.
