I think it raises questions of fairness, because it is an imposed restriction which won't be felt equally. Its difficult - the real challenge will be when a good proportion of clubs are ready but some aren't...will those that aren't ready / can't cope be sacrificed for the rest. Ah so basically they are guaranteed to be part of prelims then. No, a team promoted from step 7 are guaranteed not to be in FA Cup as every other step 6 side would be ahead of them on PPG Oh that is strange then - I am almost certain that Prestwich Heys participated in their first season in Step 6....

The step 6 qualification process is determined on a points per game basis not league position. That is all. You really do not have a clue how to read accounts. The £600k is not money put into the club it is related transactions between 2 companies controlled by the same legal entity.
